Okay, let's play Hypothetical:

Assume that Disney could do anything it wanted. Assume that, no matter what it did, people would still come to the parks and pay the gate admission. Assume that people would continue to work for the parks no matter how good or bad they were treated.

Question:

What would Disneyland be like? What would the rides be like? Upkeep? How would it treat its employees? What would working conditions be like?

If your hypothetical situation became true, things would probably not be much different from the way they are now because:

(1) Disney is fully aware that they have a popular "brand" going for them at their parks and that brand includes good service to the guests so they would continue to strive to provide that service lest they lose business.

(2) Disney has the same kinds of labor and staffing issues that any other large entertainment/service organization does and given consideration (1) above they must ensure a certain level of employee satisfaction so as not to hurt the brand, so one would expect that they should be good employer.

I believe the only thing that Disney would change, if they could, would be that they had more land in Anaheim to build a resort complex similar to the one in Florida - unfortunately, when Walt himself started Disneyland he could only afford the land necessary to build the park and parking lot so every step taken to expand DLR to what it is today has been expensive and constrained by the proximity to residential property in Anaheim.
