It seems very odd to me to have Hong Kong DL and Shanghai also. It will be interesting to see what develops.

I don't think it's odd necessarily. We can support two parks here in the US, and there's a far larger population there.

However, the fact that mainland Chinese need a visa to go to Hong Kong is a huge impediment. That's a lengthy process and if there's a better park to visit without it, they will.

But the new Hong Kong attractions look like they're going to be very good and that may swing people back that direction. It will take one heck of a marketing plan though.

I think there's probably a bit of politicking going on, but also, HK and Shanghai are quite a bit far apart both in distance as culturally. By opening a park in Shanghai they are going right for the upper crust of the MAINLAND Chinese population as well as foreign ex-pats. There's a ton of Western development in Shanghai so I'm not too hugely surprised. I think Disney is just seeing the writing on the wall that China is where the future economy will be.
