Speaking as a former valet attendant....
To get a tip when a car is dropped off is a very nice gesture. Even a dollar or two is good. (I usually tried to remember those people and treated them very well, above and beyond.)
But do not forget to tip when your car is returned as well...

As for if the attendant's split tips, it all depends. Considering Disney charges for valet, they very well could be getting a set hourly rate plus however the tips are arranged.
