When I did a transfer like that, I had to call down to bell services to get my back brought to my room when I was there -- so I just tipped then. I did not tip when I dropped it off, though some would probably say that I should have, since I knew it was different people. But I also only tip when I pick up my car from valet parking, even though I know it's likely two different people involved.

Also, I brought my bag to bell services at the first resort, but if I'd had them pick it up from my room I probably would have tipped at that point.
