Yes it is in toontown.
Close, but no cigar! It is on Main Street, but right at the beginning, by the train station.

YAY I got one! I recognized the background of your pic, I know Toontown has that weird "movie set" background thingy.

Actually it is next to the castle but technically not Fantasyland but part of Main Street. It is the garden on the west side of the castle and one of my few shot that is not rather obvious. It is across from Carnation Plaza.
