Experimental Prototype Community of Tomorrow could have been Disney Vacation Club of Tomorrow (DVCOT). The tourists would live in their own community. Why weren't they more forward looking?

My favorite's number 27. Every once in a while this idea pops up again at opening of a non-MK park, but it doesn't usually last long (remember when the characters were introduced at DCA with the concept that they were "on vacation" from Disneyland?).
