    Things may have changed, but if the rescheduled / changed package actually costs more, there is no change fee. If it is cheaper, the fee is applied.

    True, but it also may depend on how far in advance. I think I remember reading if you add the dining plan with less than 2 weeks to go you had to pay the change fee too. I could be wrong though.
