This is my Project Gemini, with no budget issues and infinite possibilities. None of this is a rumor or reality. They are just my opinions.
Spaceship Earth Hopefully Sponsored by AT&T
The Earth Station is refurbished and reopened. One feature will be a central fast-pass station for all fast-pass attractions.
The Living Seas Presented by Someone
It needs to be changed, but I cannot think of anything to add.
The Land Presented by Nestle
Food Rocks is replaced with a new version Kitchen Kabaret.
Imagination Presented by Kodak
A new film about dreams, and will utilize the Soaring-Over format. Possible names are Dreamflight or If You Had Wings (recycled names). The theater will be added to the pavilion.
Test Track Presented by General Motors
The entire pavilion is renamed World of Motion. A revised World of Motion ride will be built behind Test Track, and will be called Transportanium (recycled name). The Transcenter will be recreated. Test Track will continue its functions.
New Pavilion: New Horizons Hopefully Sponsored by General Electric
Located between The Land and The Living Seas, this new pavilion will focus on life twenty-five years from now. It will basically be an updated version of the late Horizons. It will integrate classic scenes like the orange field and "pick-your-own ending".
World Showcase Pavilions with No Changes
Morocco, China, Norway, and Mexico
Germany
The pavilion will need an attraction. However, I cannot think of an option.
Italy
A simulator ride will have guests escape from the city of Pompeii and the wrath of Mount Vesuvius. The ride itself will be similar to that of Star Tours.
The American Adventure
A circle-vision theater will be added behind the pavillion. American Journeys and America the Beautiful films will rotate hourly.
Japan
Meet the World will be moved from Tokyo Disneyland to a new carousel theater at this pavilion.
France
The Eiffel Tower will be rebuilt with an elevator to take guests to an observation platform. Also within the Eiffel Tower will be a Maliboomer (DCA) type ride. It will take guests slowly up to the top of the tower, and then shoot them down.
United Kingdom
A new omnimover ride based on the British bands of the 1960s will open. A possibility could be a ride soely focused on the Beatles.
Canada
The current Circle-vision Theater will close and move to American Adventure. The pavilion will be rebuilt to showcase Niagara Falls. Within Niagara Falls will be a Splash Mountain type water ride, where the ending drop is down the falls.
New Pavilion: Kenya or Tanzania
The pavilion will incorporate interactive features and live entertainment. It will be located between China and Germany. It will also have information about the Animal Kingdom Park.
New Pavilion: Spain
This pavilion will be located between Canada and United Kingdom.

I like the general concepts you came up with. It seems we are both a little nostal. of the past at this time. Have you checked out a site called widenyourworld. Its great and brings back found memories.
My 2 cents. I would love to see MK with the DL Matterhorn ride (why can't we have it in FL).
I would love to see World of Motion back (improved from animatronics version) and Horizons as well with the improvements.
I think The Living Seas is horrible and something drastic needs to be done with it. It was so much better when it had the track ride and last time there this past Dec. the dolphins were not even in the tanks for the viewing audience. We only saw one shark and one very large (old) turtle. We were completely bored.
Lastly, I wish every land in the WS would have a representation ride (more like Norway than Mexico) than just a movie showing you the country. Something like having your suggestion for France (ET with observation area) that would be a great view of Epcot. I have to admit, maybe some of the Disney Imag. need to visit the hotels of Las Vegas. Imagine being able to tour Italy on a gondola or looking up at the ceilings and seeing those beautifull impressionist paintings. The France suggestion is a reality in Vegas. How about the great wall walk from China to Norway or Spain.
Oh well, I'll just have to leave the imagination to the engineers.

some opinions
Living seas. killer simulator ride aka storm riders from TDS. the ending leaves you at sea base alpha, but in my ending you would walk down the old sea cab track. I would get more sharks (with laser, or really mad mutant sea bass
). and then just a general upgrade to all the exhibits, maybe with a really cool jellyfish display like at the Monteray AQ.
there already is a show building behind the germany pavilion, and this is how I see it being used. as guests enter the line area they are in a German alpine village. they begin traveling up hill (still in the line), out of the village onto a mountain. above the tree line they come upon a tobagan run where they board and ride a matterhorn type ride. the mountain itself can rise above the show building giving a spectacular back drop to the whole place. at then end of the ride guests are returned to the alpine village they set out from.
for spain: first of all I would make spain right between france and morroco. from the french side you would see a beautiful castle up on a pyranes mountain. as you approach it guests would travel through a tunnel to reach the side by morroco. from that side you would see a moorish palace overlooking the med. seperating morroco from spain. in order to make this work you would either have to make part of the pavilion jut out into the lagoon, or set it back a bit from there. inside I would have pamplona spain, where guests could run from AA bulls
. or at least a cool dinner show with displays of horsemanship, and spanish dance.

There is space to expand in world showcase, and I think the countries that should be added would be Spain, Austraila and an African nation Ethiopian would make for a great restaurant, or maybe Israel or India.
As far as Vegas goes your right. The themeing we have her is incredible. The Paris hotel kick the crap out of the Paris Pavilion in WDW. While visiting WDW in Feb. we actually heard a guest ask a cast member how one gets to the top of the Eifel tower. The cast member replied that he would have to go to Paris or Vegas to do that.
Vegas, the adult Disneyland.
