You can take them on the monorail. There is no problem taking a personal scooter or one rented from an outside company into the park or hotels.

Yes, you can take them on the monorail. There is only one spot on the monorail though, so if there are a few people, you may have to wait a few trains. I don't think we have ever had to wait more than 2-3 trains. USUALLY we get on the first train.
As far as having an off site scooter in the DLR hotels: The only problem I have seen is simply space in the room. If you can make it from the bell desk to your room, I would suggest considering asking if you can leave the scooter with the bell desk. They will usually put it in baggage claim, and you can pick it up each morning before heading to the park.
