That's really sad.
Sounds like either someone didn't follow lock out-tag out procedures, or they're not something that's done in France (and should be, seems to me).
I'm sure they'll find someone/thing to blame.

I looked through a number of different articles (all were quite lacking on details. I'm really surprised that none identified the company he actually worked for, just that it was a contractor or subcontractor to Disney) and found one that indicates that maybe it wasn't a LOTO failure (glad to hear they employ that in France, it's such a basic system and really can help prevent injury).
