My group is arriving at about noon, and would like to go straight to the parks. I know that our checked suitcases will be taken care of by the resort because we are using magical express. What about carry-ons that we will have with us when we get off the magical express bus? Can they store those and deliver them to our rooms later, or do we need to store them in lockers at the park?

Bell Services at your resort will be happy to hang onto your carry-ons for you, no worries. Check-in as soon as you arrive, get your Key to the World cards, and go off and have fun!

The Magical Express bus will take you to your hotel. These buses don't go to the parks. You can check into your room if it is ready, or, if is not, you can leave your carry-on bags with Bell Services, then go to the park from your hotel. Your Magical Express vouchers have your hotel on them, and they check them before you get on the bus, otherwise, you could, I suppose, get on the "wrong" bus, to a hotel right by the park (to the Contemporary if you want to go to the Magic Kingdom, or the Beach Club if you want to go to Epcot), then walk over to the park. That really doesn't seem worth it, to drag your carry on bags around. Just take your bus to the hotel and go from there.

^^^ What they said.
On the flipside, on your last day if you want to go to the parks after you check out but before you catch the DME bus, you can also leave your carry-ons with bell services. Just get back to your hotel about 20-30 mins or so before your scheduled DME departure time to pick up your bags before you leave.

If you have anything like a laptop with you, ask them to put it in the locked cage. They will take care of it accordingly.

Does Pop Century offer these services? I remember on my last trip they were only willing to hold our bags for an hour or so... So we ended up wasting a day at the resort.

I've arrived at Pop and stored my bags for going out into the parks with no problems. You can't do it at the desk, you have to go to luggage services which is 'outside' facing the DME bus drop off area.

This is what I did for my stay at POR as well. At the same time, when I stayed at the deluxe hotels, they would come to your room to pick up the luggage, store it, then I was able to pick it up later before my DME pickup.

I can't imagine a Disney resort NOT storing your luggage for you while you go to the parks. Bell Services has always been very helpful whenever we've needed them.

We stayed at AS Movies in 2005, using ME. We arrived before noon and our room was not ready. We left our carry-ons and went on to the parks. Everything was in our room when we returned later in the day. The only thing I didn't like was lugging my purse around with me. I could have planned better and avoided that issue. Other than that everything worked out fine.

On our departure day we checked all our bags and spent the morning at the parks, since we had a late flight home.

Yes, this is available all value, moderate, deluxe, and DVC resorts. If in doubt about where to drop off your luggage or how to get it back, you can talk to either the guest services desk or the bell services desk.
