depends on what best means.

most time-flexible but costly is a cab. should run you $50-$70 or so roundtrip.

mears offers a resort shuttle which i believe is $16 per person roundtrip, downside is you may have to stop at other resorts

cheapest would be to use the LYNX bus system, for $3 per person roundtrip, but you'd have to go the DTD west side depot or TTC to get it and there are transfers involved so while i'd recommend it for sea world, i wouldn't for universal

If you have a car, once you exit the All-Stars complex pake a left at the first traffic light (The McDonalds will be on your right). This will take you onto Osceola Parkway Eastbound. Take this off property and stay to the left; it will put you on I-4 Eastbound toward Orlando (at Exit 64).

Follow I-4 to either Exit 74 or 75. There will be electronic signs telling you which exit to follow to Universal. Then follow the signs.
