Universal Hollywood's offer of a free kid's ticket with each adult ticket purchased for $45 has been extended through September 9.
And due to the child labor laws in Hollywood, a child at Universal is considered anyone 15 and under, not 9 or under like WDW.

Since child labor laws are generally set on the national and state levels, it is unlikely that they are any different in Hollywood than anywhere else. In addition, I can't see how child labor laws could possibly have anything at all to do with the age range for child tickets at an amusement park, since that has nothing to do with labor.
I think it is a safe bet that the decision to set the age to 15 and under was purely a business decision on the part of USH.

Just poking a little fun at the fact that a child of 18 is considered an adult in our legal system, a child of 16 is considered an adult driver, a child of 15 is still a child at Universal but an adult at WDW and a child of 11 is only a child at Disneyland but not at WDW where he/she is an adult ..............
