I seem to remember that in the past when I have visited a park during the evening, there was nobody collecting the parking fee. Does anyone know at what time they stop collecting the parking fee?

I can't answer the other part - but Extra Magic Hours are only for people staying at on-site resorts, and they don't have to pay for parking at the parks (it's included with the room), so I don't think it would affect the answer to the other question.

I am not sure if there is a specific time where they stop collecting fees, sort of speak. I do recall seeing unmanned booths around 3 hrs before normal park closing time.
