Actually, I don't blame people for being frustrated. There has been little done by Disney to explain how the system is supposed to work, so many people have misconceptions about how it works. People who use the SAP aren't given much direction, and people who see others using it don't "see" why it is being used so they assume it isn't needed.
If you think someone is cheating, the thing to do is to tell a security CM. They do follow up.
