I was under the impression that kids had to be 7 to ride by themselves on rides with height limits. Is that so? And if they are under 7 can they ride with a 7/8/9 year old?
We were at Disneyland on Sat and my 3 older boys (7 year old and 5 year old twins) wanted to ride on Space Mt with daddy (I was staying off with the 2 year old). We went up to the cast member and I said I'd be happy to walk in the line along with my 2 year old so daddy could go on with one twin and then the other and I'd stay off with whoever wasn't riding. They told me not to worry and they'd just have a cast member ride with one of the twins. Great! The two year old was sleeping so that was great. Turned out they got to the head of the line and they told one of the 5 year olds to just ride with my 7 year old. So now I'm confused. What's the official rule?

The official rule used to be "under 7" but then it was too hard to prove so they made it the vague "young children" can't ride alone. To accompany a "young child" he/she is supposed to have someone at least around 16 y/o.
When I've been with my kids, they let my then 6 y/o and 8.5 y/o share a row but I was right there watching. It might've been that since your husband was with them, they let the two ride together. Was your husband in the row behind them so he could see them?

They actually put my husband in the row in front of them. I asked him why he didn't switch so he could keep an eye on them. His answer "I sat where they told me to sit" :p

My 5 and 8 year old DD's almost always ride together while I sit in another row or car. They've done it on Space, Thunder, MM, Roger Rabbit, Alice, etc.

You have to remember that many cast members are only 17 or 18 years old and may only have been working the ride for a few days. You have to use your own judgement as to what is safe for your children.

We were just there with three little boys aged 9, 6 3/4 and 6.
We were told several times on rides that they had to be 7 to ride without an adult. The 6 3/4 was tall enough just not old enough on several rides - like Screamin'.
Had the 6 3/4 yr old been 7 they said he could ride with the 9 year old without one of the adults on the ride. Of course, most of the rides we love going on too . . . except Screamin'.

No-one questioned these two (ages 5 and 6) when they rode together while we moms watched and their older sisters (ages 8 and 9) rode together on a separate jumper. It realy does depend on the CM working the ride as I've had CM's tell me I needed to ride next to the child under 7, that a child over 7 could ride with them, that I needed to be elsewhere on the ride (what on earth am I going to do if they misbehave If I am elsewhere?) and that I didn't need to ride with them at all.
