Frustrated by overcrowding and long lines in the park, which is relatively small compared to Disney's other magic kingdoms, not all visitors are impressed.
The article went on to note that a public opinion survey of Hong Kong residents showed 70 percent had negative impressions of Disney.

Oh dear:( Isn't it HKDL that doesn't have a Frontierland? I know that one of the lands was missing there, and I don't think they have a POTC either. Wow, no wonder people aren't happy!

i read that article a couple of weeks ago and I don't get it.
it talks about how they may have fallen short on their expected attendance, but the attendance was still over 5,000,000 which handily beats the 2nd most popular park there, and it's well in the top 10 of the most popular parks worldwide. it also mentions that the 2nd most popular park in HK has had its best year yet, but doesn't seem to link that to maybe people attending HKDL and then visiting that park as well.
HKDL's problems do include it's too small, but the fact that there are near riots during the new year because the park reaches capacity is hardly feeding into the failure theory.

I wonder if this is an example of being "a victim of ones own success." It almost sounds like they need to throttle things a bit so that the guest can have a better experience from "lighter" crowds. (In other words- not jam packed.)
