The article states that SF will invest 25 million into the park. So that begs the question, what are the best investements attraction wise that can be done for 25 million?
Obviously coasters like Millenium Force or X are out of the question, simply because they are too expensive. But that does leave room for the possibility of smaller clone of Six Flags rides, such as the often imitated Batman The Ride, or the new Batman Dark Knight which is compact. Or the "Flying Coaster" being built in SFEG, the Volare by Zamperla which is a compact coaster.
Or maybe the expansion phase one should include a Hurricane Harbor knock-off, but larger of course.
