Most of the characters do have some sort of Christmas-y/Holiday garb while they visit in Disneyland park (this includes most of the characters in Toontown, the Pooh characters, and winter scarves or muffs for the princesses). However, when Mickey and his pals visit in Town Square, they are still wearing their 50th outfits.
In DCA, the characters mostly stay generic, with the exception of the characters visiting at Santa's Beach Blast, where they'll most likely be in their vacation gear with their holiday hats.

Last year they had red and green clothes, yet they had snowflakes on them instead of some x-mas symbol.

Well, Yes, that's why I said "Christmas-y/Holiday" garb. Just because it's snowflakes, doesn't necessarily connotate some sort of Christian holiday, but some people may think of it that way anyways.

At DLP, Mickey and Minnie (just like the rest of the Fab Five, Chip & Dale, the Pooh-characters, ...) wear their usual clothes, with scarfs and Santa hats.
You can't have Minnie running around in just her red dress, can you? It's winter after all, otherwise she'll get a cold! ;)
The princesses have a winter-version of their ballgowns, in order not to freeze to death (very likely at DLP!).
Oh, and by the way, Santa costumes etc have NOTHING to do with a Christian thing. Santa stuff is a commercial thing, invented to sell candy and toys at the end of December!

Oh, I know that, I'm just saying you'd be surprised at how many people connect him to be a Christmas thing, and therefore a religious institution.. It's interesting if you ask around.
Minnie Mouse has a winter dress that's Green and long sleeved on the top, and red with snowflakes on the bottom of the (still short) skirt. If you want to see pictures of the winter clothes, I'm sure there are pictures somewhere on www.toonfinder.com .

I love the scarf Pluto wears for his holiday outfit! :)

Pluto at Santa's Reindeer Round-up cracks me up. I don't think the costume designer ever watched the animated holiday classic "How The Grinch Stole Christmas". I can't help but think of it when I see reindeer antlers on poor pluto's head.
