The original strategy behind adding the "MGM" moniker to the Studio Theme Park wasn't really for the MGM content in the park (other major studio's content were always represented in the Park). It was done mainly to let the public know that at this Park, it wasn't just going to contain content from Disney movies alone.

They seem to have started to ween themselves away from the "MGM" designation now that the public knows it's not just "all Disney."

I believe Disney aquired the power rangers as part of another company they bought.

as to the original question... Star Tours came to Disney by way of lucas who owns the Star Wars franchise, 20th century just distributes the movies. Lucas made a deal with Eisner many years ago when Frank Wells was still alive, and eisner was managable to do two two attractions with options for more in the future. the first was Capt Eo which debuted at Dland and at Epcot. the second was star tours which followed first at Dland, then about a year or so after mgm opened star tours opened there.

It was part of the ABC Family purchase. A lot of people don't realize that the purchase included ownership of much of the programming that was part of the "Fox Kids" brand as well as the cable network. Ownership of Power Rangers and Digimon (the two top franchises) has probably been the most valuable component of the purchase, at least so far.
