Is that supposed to be a dog??

I'm sorry I can't answer your question about Photoshop. I'm too cheap to buy it -- I use Paint Shop Pro! :p

I did a google search and found the following information in the google cache from the techtv site, this information apparently isn't available on the techtv site anymore because they are now g4techtv and going a different direction with their programming  . The document is available for a limited time in the google cache at this link (http://216.239.51.104/search?q=cache:PY2CLMGIrb0J:www.techtv.com/callforhelp/answerstips/story/0,24330,3320062,00.html+Creating+Fonts+in+Windows&hl=en)

Exscripted from Google Cache
Create your own font If you want a more hands-on approach, you can also create your own TrueType fonts for Windows with Font Creator Program (http://www.high-logic.com/fcp.html) from High-Logic. While many people prefer Macromedia's $350 Fontographer, Font Creator is free to try and $50 if you decide to keep it.

Font Creator allows you to create your own fonts using scanned bitmap images or by manipulating existing fonts. All you need to do is draw and manipulate your characters and export them to TrueType font with the file extension .ttf.

Another option for creating your own custom font is Data Becker (http://www.databecker.com/p_yourhand2.htm) ($19.95). This program will allow you to turn your own hand writing into a custom font. All you need to do is just fill in at least four letters of the alphabet using its enclosed forms and then scan them into the computer.

Data Becker automatically turns the scanned images into a complete font set and will allow you to augment and preview them any time during the creation process. After the font is finished you'll then be able to write messages which get sent as .jpg attachments.

We also recommend using vLetter Pro (http://www.signaturesoftware.com/) from Signature Software. Simply request the handwriting sample packet from Signature Software's website. Once you've received the packet by mail, fill out all the required forms and send them back to the company along with $149.95. In six weeks you should receive your very own customized font set that's almost identical to your handwriting.

So, you can use photoshop or illustrator to create your fonts, then use one of the above mentioned programs to create the actual font file for your computer.
