My mom is budgeting for a webmaster for her work and needs to know what a fair price is for a part time Webmaster.
It would be for design, expansion and regular upkeep, with a few bells & whistles like guest book and counters as a freelance Webmaster.
She is the public information officer for a school of music in Southern California.

I would suggest taking a look at www.salary.com
I'm not sure if they have part-time rates, but they have average salaries that can be calculated and then adjusted for geographic location.

For this type of thing I would suggest outsourcing it. find a company like www.artfulillusions.com (http://www.artfulillusions.com) or some other company. You should be able to find a company to do what you want for a decent price

I think the most important thing when looking for a web designer is to look at their work. With web design, either you know how to do it or you don't, so with that out of the way, the only variable is creativity.
You can pay someone $25 or $250 an hour, but you have to like their work. Depending on what your mom's needs are creativity-wise, you could probably advertise at a local college in their media arts department and get someone for pretty cheap. Just make sure you see plenty of samples of their prior work first. Or, see who the webmasters are for some of your/her favorite sites, and contact them.
