Recently, my girlfriend took her husband and sons to Magic Mountain. Since he has had a stroke and has a hard time traveling, thy were going to get him an ECV which he dearly loves. Surprise surprise they don't have them, ony wheel chairs. that sure put a strain on everyone. I guess since the place is for teens, they don't think they need them.

I think if you do a bit of a search in the archieves, you'll find that the general Opinion of SFMM tends to be that they are the 'least' disabled guest 'friendly' of all the parks on the west coast :(

We asked about getting an ECV for my wife during a visit to Magic Mountain a couple years ago and were told that they don't offer them because their engines aren't strong enough to navigate the steep hills.

JeffG is right, part of it is that the motors don't handle the hills well, but the real problem is that the batteries wouldn't last an hour in that park. Rather than having battery-replacement stations all over the park, they decided not to offer ECVs.
And MammaSilva is also right - SFMM is a nightmare for people with disabilities - and they don't really seem to care.
