It is on the water wheel on Grizzly Mountain. Is this the same wheel as the Eureka Gold one?

Yes, and is where I was thinking as well. The Eureka Water wheel is on the side of the building the belt lift is in. I believe (we all know I could be wrong) it in somweway powers the belt.
ETA: Look I have a countdown and will be taking new pictures with this thread in mind.

It is definitely a cartoon. Where it is painted though....I have no idea.
