Can you get into a park for Extra Magic Hours after they already start? For example, if I see Fantasmic one night and want to go to MK for EMH after, will I be able to get in the park even though I wasn't in the park when the extra hours started?

definitely - as long as you are eligible for EMH and have a park hopper.
