My friend and her family of 4 is meeting us for a day at WDW while we are there for 10 days. I bought her 4 waterpark tickets with a Florida resident discount through the WDW phone number. She has a confirmation # and will have to show FL ID when she arrives at the gate...no problem!
Except NOW she changed her mind and doesn't want to go to a waterpark. Will Disney allow her to pay the extra and go to one of the four theme parks OR will they refund the money?

If she came to my window I would treat it as two separate transaction. First I would issue the "will call" tickets and then, as a separate transaction, I would upgrade them to whatever she wanted.
