Do they charge for children under three?

I am trying to see if there is any deal in buying the meal tickets through the DL booking site with our hotel and hooper passes. Our reservations are for adults and children but I cannot tell if we are being cahrged for the kiddos.

Do they charge for children under three?The pricelist at dlresortinfo.com is out of date. Brunch at Goofy's is about $37, dinner is $44, kids are $19. Children 2 and younger are free.

Minnie and Friends price for breakfast (not brunch) is $36 and kids are $19. (On the phone, the price given is without tax and gratuity, approx 26%.. 18% gratuity and 8% sales tax. Goofy's price quote is with tax and gratuity.)
